Bio Narrative

Professional Practice
Héctor was Senior Manager for the Legal Vicepresident of the Bogota Chamber of Commerce (Cámara de Comercio de Bogotá) where he was in charge of the regulatory topics of the merchants registry as well as the merchants common law.

During 1996 Hector founded the company Asesgal Ltda, through which he assumed the legal representation of companies such as Fiduciaria BNC, Almacenadora BNC, Federación Nacional de Algodoneros, Epsilon Constructores and Cementos Hércules ( Holcim subsidiary), among others. Once arrived the year of 2013, Hector assumed the quest of entering into the public sector within the ANH - Agencia Nacional de Hidrocarburos where he was appointed initially as Chief Legal Office and then as Legal Affairs & Contracting Manager. He was the Secretary General of the ANH - Board of Directors and was in charge of the Promotion and Allocation of Areas Vicepresidency.

Prior Experience
Hector did his practice to obtain the title as Attorney at Law - Lawyer at the Commerce and Industry Superintendency- Trademark Division.

Education
Hector graduated from the Law Faculty of the Javeriana University of Bogotá and performed the post graduate studies in Finance Law at Los Andes University, also in Bogotá

Practice focus

Héctor has professional experience oriented towards the corporate scenario where he has participated in various enterprise recovery procedures as well as resource reorganization addressing both situations to avoid falling into bankruptcy.

His assignment within the ANH - Agencia Nacional de Hidrocarburos first as Chief Legal Office and then as Legal Affairs & Contracting Manager allowed him to participate in the very successful 2012 and 2014 Colombia Round and hence obtained important knowledge in the regulatory topic of the upstream. Under this appointment, Hector was the Secretary General of the ANH Board of Directors and hence responsible for the due fulfillment of the default procedures. Hector has been an advisor on the administrative/public contracting and has practiced law as an attorney for over 20 years.
