Severo is an expert in energy policy and regulation with over 17 years of experience in the Mexican energy industry. He contributes great experience and knowledge to the SMPS Legal Energy Practice. He has been involved in the drafting and design of the first privatization project in the oil industry in Mexico, as well as the first electricity deregulation reform presented before Congress. Severo is a founding member of Sustentabilidad para Mexico A.C. which represents the World Green Building Council and is the most influential organization to promote green construction in Mexico. He is a consistent contributor in newspapers, magazines and energy publications and is currently the Energy news contributor at EFBloomberg TV Network.

Law graduate from ITAM with postgraduate studies in regulation, policy and administration at the University of Chicago and the University of California, Berkeley.
