Though Mexico is one of the leading oil producing countries in the world, production has greatly decreased since 2005 due in part to the demanding costs of upstream development. In response, the government has opened the industry for investment for the first time since 1938. Completely changing the landscape for the upstream industry in Mexico, the associated local content policies are still widely discussed.
