New General Law for the Strengthening and Harmonization of Cadastral and Registry Systems
MEXICO CITY, MEXICO, November 6, 2026, the “Decree issuing the General Law for the Strengthening and Harmonization of Cadastral and Registry Systems” (the “Law”) was published in the Official Federal Gazette, laying the groundwork to modernize, standardize and make interoperable cadastres and public property registries (“RPP”). The Law entered into force on October 24, 2026 and, although addressed to authorities, it will impact real estate filings. Highlights:
I. Unique Cadastral Code: Each property or real estate unit will be assigned a unique identification code, which does not constitute full evidence of ownership, possession, surface area or boundaries, nor validate null acts.
II. Unique Cadastral and Registry Certificate: It will link the Unique Cadastral Code with the registry folio (folio real); authorities will exchange information to correct inconsistencies between cadastre and registry.
III. Digital Platforms and Standardization: The Digital Transformation and Telecommunications Agency (the “Agency”) will enable cadastral and RPP platforms, with a base map integrating private, social (ejido) and public property, digital property tax payment and Llave MX filings with full legal effects, and will standardize requirements and timeframes nationwide.
IV. Implementation Timeline: Guidelines and platforms must be ready within 30 (thirty) business days; authorities must adopt them no later than December 31, 2026, to operate as of January 1, 2027, pursuant to the schedule to be published by the Agency based on each authority’s capacity. State legislatures have 180 (one hundred eighty) days to harmonize their laws.
Its scope will depend on the guidelines yet to be issued and their implementation at the local level. It is also worth noting that the Law links Llave MX to the CURP (Unique Population Registry Code), without expressly providing access mechanisms for legal entities. In this context, it will be advisable to verify the consistency between cadastral and property registry records for relevant properties, as well as to anticipate potential adjustments to real estate transactions during the transition period.
