Francisco is a highly regarded lawyer with more than 20 years of experience advising Mexican and foreign clients on tax consulting matters, involving cross-border acquisitions, restructures, mergers and divestments in different industries, such as real estate, energy, telecommunications, fintech, tourism, food & beverages, consumer and financial. 

Additionally, Francisco has experience in tax controversy and litigation and has represented several Mexican and international companies in tax audits and litigations before Mexican tax authorities. He is also an expert in wealth planning advisory, which includes enforcement of international treaties and implementation of national and foreign structures for residents in Mexico and abroad 

Francisco is mainly motivated by achieving success along with his clients, which has allowed him to always be a trusted advisor to obtain in-depth understanding of all business aspects. 

Before joining SMPS Legal, Francisco´s professional practice was developed in important international law firms.

He is an active member of the International Fiscal Association (IFA México) and of the International Bar Association (IBA). 

Thought Leadership

In 2025, Francisco participated as a speaker at the 17th Annual U.S. and Latin America Tax Practice Trends Conference, held in Miami, where he joined the panel titled “The Death of Pillar Two? Retaliation Matters, Efficacy, and Latin America.” During this session, he contributed to a robust discussion on the challenges and implications of the OECD’s Pillar Two framework, its potential enforcement, and the risk of retaliatory measures, particularly in the context of Latin America. His insights focused on the practical and legal impact this global tax policy could have across the region’s jurisdictions.

In “Corporate Tax 2024 – Trends & Developments in Mexico” by Chambers & Partners, he covered evolving trends in corporate taxation. In “Tax Residency of Companies in Mexico” by Thomson Reuters, he discussed tax residency for companies in Mexico. Additionally, his contribution “Blockchain como alternativa para desincentivar la evasión fiscal” for LexLatin explores blockchain’s role in combating tax evasion. These publications showcase his expertise in tax law. 

In 2023, Francisco participated as a speaker in two prominent events in the legal and business field. First, he presented the lecture titled “Global Mobility: Tax Issues of Remote Work” organized by Procopio, Cory, Hargreaves & Savitch LLP in San Diego, CA. This conference focused on the complex tax issues that arise with remote work on a global scale. Additionally, he addressed the topic “El sector de la construcción en tiempos del Nearshoring: ¿cómo cumplir con la regulación internacional?” at CMIC (Mexican Chamber of the Construction Industry). During this lecture, strategies and best practices were explored to comply with international regulations in an ever-evolving nearshoring environment.
